General Overview of Shanghai Secondary Vocational Education

1.General Introduction
Base on national and Shanghai mid-and-long term education reform and Development Program, in order to satisfy the needs of high-quality labor force and technical talents in the rapidly transforming society, Shanghai secondary vocational education is constantly pushing forward the construction of the modern vocational education system and improving the quality of education.

The employment rate (including enrollment) of the graduates from 86 full-time secondary vocational schools in shanghai 2014 was 97.93% and job suited rate was 87.31%. During the past 10 years, the employment rate have been kept more than 95%, taking a leading role in China. The income of graduates is increasing. The graduates from secondary vocational schools has advantage in employment and starting a business.

In 2015, 76 secondary vocational schools recruited students.

2.The Construction of Teaching Staff

  

Shanghai secondary vocational education attach great importance to the construction of teaching staff. The proportions of highly educated teachers and teachers with senior titles are constantly raising. During 2014, trainings were organized and 190 teachers were benefited from them. 636 distinguished part-time teachers got subvention in distinguished part-time teacher aid program.

3.School Constructions

There are 57 national key vocational schools in Shanghai. 12 schools were approved to be the demonstration school in “national secondary vocational education reform and development construction plan”. The constructions were completed and passed the quality acceptance.

  

There are 80 Vocational Education Open Training Bases in Shanghai for students to practice skills. Meanwhile, trainings and occupational skills exams are also provided in the Open Training Bases to meet citizens’ needs. The constructions of Open Training Bases have improved the practical training condition in Shanghai secondary vocational education and ensure the career-oriented training objectives can be realized. The constructions of facilities and equipment for through-type training mode of the secondary vocational education to higher vocational education and secondary vocational education to undergraduate education are carried out in 2015.


4. Training modes and Evaluation System

The credit system were adopted in secondary vocational schools for many years to satisfy the different needs of students.


The pilot program of “through-type training mode of the secondary vocational education and higher vocational education” was put into practice in 2010 in order to promote balance development of secondary vocational school and higher vocational school. This is an attempt to cultivate technical innovative talents. The scope of this training mode were enlarged to 90 majors in 2014. Inspections and evaluations were carried out to guarantee the coordination system between secondary vocational school and higher vocational school work out smoothly.


The pilot program of through-type training mode of the “secondary vocational education and practical undergraduate education” was put into practice in 2014. Three secondary vocational schools participated in this program. In 2015, the number of schools which participate in this program increased to 16 and the enrollment also increased sharply.


In 2014, the reform of majors which focus on both academic certificate and professional certificate was continued to be promoted. This reform is aim to improve students' vocational ability and comprehensive qualities. The scope of this reform were enlarged to 13 majors in 27 schools.

In the same year, the plan of “Modern Vocational Education System” was drawn up to provide instructive suggestions for secondary vocational schools.

In 2015, the pilot program of modern apprenticeship in Shanghai secondary vocational schools was carried out. 11 projects were admitted to this program in the first batch. This program is an exploration to build cooperation with division of labor between schools and companies.

34 institution of higher education recruited students graduated from secondary vocational schools in May 2015.

Beginning in 2018, students will be recruited by higher vocational and technical colleges according to both public basic course scores and professional skills. Colleges and universities will recruit students by their public basic course scores, professional skills and entrance examinations scores.

5. Teaching and Teaching Achievements


To promote vocational education teaching standards reaching the international level, vocational education international teaching standards were made and published in 8 books. These standards were applied to 12 schools. Those schools will gradually reach the international advanced level in terms of the competency standards, teaching mode, evaluation mode and professional qualification certificate.

The works which won the Outstanding Vocational Education Teaching Achievement Award in Shanghai were recommended to compete in National Vocational Education Teaching Achievement Award. 5 of them won the first prize and 12 of them won the second prize.

  

Shanghai secondary vocational education attach great importance to students’ professional quality and vocational skills. “Starlight Plan, Shanghai Secondary Vocational School Students Vocational Skills Contest”, has held six sessions. This contest has strengthened students’ professional quality and employment competitiveness. In 2015 National Vocational School Students Vocational Skills Contest, Shanghai secondary vocational education delegation won 26 first prize, 62 second prize and 55 third prize. The competition results were among the best.

6. School-Enterprise Cooperation


  

Most secondary vocational schools in Shanghai established Professional Instruction Committee in which industry and enterprises are participate. Many schools cooperate with enterprises to hold jointly oriented and named classes. According to incomplete statistics, secondary vocational school established more than 2000 practice bases outside school. Some schools have set up dynamic employer information databases which include dozens to hundreds enterprises.

7.Student Literary and Artistic Activities


  

In 2014, the third Secondary Vocational Schools “Bright Star” Campus Culture Festival series activities were launched. Students were organized to attend 11 lectures such as “experts lectures”, “academicians and model workers approached to the secondary vocational students”. 9 performances were held for secondary vocational school students in the theme of “Going into the Grand Theater”. Students were organized to participate in the eleventh National Secondary Vocational School “Culture Competition”. Student art troupe was travelled to Taiwan for exchange performance.

8. Student Career Day for Primary and Middle School Students


  

The first Student Career Day was held in 50 secondary vocational schools, 66 Municipal Open Training Bases and 35 School Training Bases in 2014. Students could experience 212 different careers involving 14 professional categories in the Student Career Day. About 46,000 primary and middle school students participated in it. Through this activity, students could got different career experience.

  

The second Student Career Day was held in 62 secondary vocational schools and 92 Open Training Bases in 2015 with the theme of “experience the occupation, discover oneself, enlighten the future”. Students could experience 340 different careers, which increased 55.7% compared to the number of 2014, involving 17 professional categories in the Student Career Day. This activity was popular among primary and middle school students and more than 100,000 of them participated in it.
